A composite framework measuring preparedness for deeper European integration across macroeconomic stability, competitiveness, institutions, and environment.

The Framework

One score, four pillars

Accession progress is normally tracked chapter by chapter — technical, sequential, and hard to compare across countries. The Integration Readiness Index (IRI) is built to answer a simpler, urgent question: relative to its peers, how ready is a given economy for the next stage of European integration?

The Index combines publicly available macroeconomic, governance, and structural indicators into a single, comparable readiness score, broken down across four pillars.

Macroeconomic Stability

Inflation, fiscal balance, external debt, and currency stability.

Competitiveness

Trade openness, productivity, investment climate, and infrastructure.

Institutions

Rule of law, administrative capacity, and anti-corruption enforcement.

Environment

Alignment with EU environmental standards and energy transition progress.

Status

Where the project stands

The IRI methodology is introduced in Policy Brief No. 1. Full country scores, the underlying dataset, and pillar-level breakdowns are in development and will be released as subsequent working papers.
